No brother, first you just need to send a cover letter with your interest and if you want to attach some file like your CV oreducation or work experience no problem but I prefare to wait until they reply you first with the question and then YES.. this what the web site said

قدمت على الفيزا دية بعد ما أخدت أمريكا 5 سنين . و كنت مسافر مع العائلة و أترفضنا كلنا
مع أنى فيزة أمريكا 5 سنين على البسبور تخرم عين اللى مبيشوفش
أيها الاوغاد أعمل معاكو أية بس علشان تدونى الفيزا السياحة
دلوقتى لو أنا مشيت فى الحوار دة لاخرة و لما أجي لموضوع الفيزا هترفض أكيد تانى
لان البهوات فى مانيتوبا كاتبين أنهم مش هيسعدوك خالص فى أنك تطلع الفيزا السياحة و أنت مع نفسك و أنت بتطلعها

it is true you MUST visit Manitoba and at the end of your visit you gonna meert with an immigration officer to discuss your trip and your eligabilty to this program and you must go back to your country to continue your process unless if you get a job offer and you can apply for work permit while your application in process.
brother one of their condition is demostrate that you have money , from what I read on other web site the min is 10.000 dollars

the only thing is YOU DID NOT satisfy the officer that you are a potentinal candidate for Manitoba like you just arrive and had fun and you did not do any effort of finding job, or at least looking for job.. some people take this trip as a vacation trip and IT IS NOT. YOU MUST PLAN AND DO TOO MANYTHING IN THOSE FEW DAYS while you are there as I mentioned on my previous comments

the web site said, just send the emial alone but if you want to attach the documents I think no problem bu try to focous on the cover letter becasue they migh not even open your document and focus on what you said on the email
