MPNP Promotes Francophone Immigration in Manitoba
If you are an employer recruiting internationally trained workers from abroad, you may be eligible for an exemption from the Labour Market Impact Assessment (LMIA) requirement under Mobilité francophone.

The process and general criteria for you as an employer is as follows:

The employer must submit an Offer of Employment, as per section R209.11, before a work permit application is made. The offer of employment does not have to require French language ability under these guidelines, as it is anticipated that the foreign worker will contribute to the community. The employer must also be willing to pay the Government of Canada employer compliance fee ($230*).

The employer should be satisfied that the internationally trained worker:

is destined to work in Manitoba;
is qualified to work under NOC 0, A or B;
habitually uses French as their daily language;
has an official result of an approved language test taken within the past two years; and
demonstrates at least NCLC 7 in each skill area in the Test d’évaluation de français (TEF).
Internationally trained workers cannot make an initial work permit application under this exemption from inside Canada. Initial work permit applications must be submitted online or via a visa application centre overseas.
